No give the kid a break. Kids have it hard enough exploring the in and out of sex without having to feel ashamed and judged by hypocritical adults. Keep it a secret between the two of you.

Hi, i am really sorry for that awkward experience. Honestly, I don't think it's THAT abnormal because kids can do some really weird things. He is ovbiously old enough to know that it's seriously not appropriate because you are his sister but people get off on different things. I am sorry, I am not trying to gross you out, just being honest. I am sure what he is doing is not about you but your underwear is probably the closest he can get to experiencing the real thing. I think that your brother definitly needs to be talked to and told that this is really in appropriate. If you are not comfortable talking to him about it then you should definitly go to your mom. Someone needs to say something to him. Not make him feel like a freak but calmly explain that his sexual questions/urges are normal but taking someone's underwear especially his sister's is NOT OKAY!!! I am sorry, I hope this helps. I wouldn't tell her. I would use it as leverage to get a favor out of him when I needed one, like if he was to catch me doing something I shouldn't be doing. You know, you could tell him "this can be our little secret"!
