Hmmmm, in your question you state is the US justified......just who do you think the US is ? The US happens to be YOU, & ME, & everyone else who lives in this country. There is no big dark machine somewhere making these judgements.
Personally I favor leaving punishment, especially capital punishment up to the victim (s) If they choose to stone the person to death it works for me. Most people getting the death penalty these days have commited a brutal violent crime (or crimes) w no concern for pain of the victim & their family.
Don't do the crime if you can't do the time (sentence)

I do not pity the people executed for their momentary pain in that chair. My heart goes out to those souls who the guilty have horrified. The ones that live, are damaged. The ones he killed have left a whole in many hearts.
Is the electric chair justified? Yes absolutely. There are many investigations surrounding it's use, for each inmate, so I trust the officials have enough evidence to choose this option. An eye for an eye, isn't what the electric chair is all about to me. You kill, be killed, doesn't apply either. No man has the right to take any other persons life, either with consent, or without. They have no right. When this does happen, we have the court system in place to provide justice. We have the jails in place to hold them. So these inmates must have taken another life or more. What punishment do they get? Jail time mostly. I'd rather pay the electicity bill.
It's brutal, inhumane, painful, scary, difficult to witness, stinks, and kills you in the end. Just think, what did they do to get the opportunity to sit in that chair they NEVER get out of?
Let them feel pain, their pain isn't anything compared to the lives of the ones they hurt.

I think the most humane way to carry out a death penalty is either by hanging if done properly or firing squad both are instantaneous if carried out properly
