People have been building using earth bag techniques for thousands of years. This fellow just used local materials, such as sugar bag-***. It is a sound, self insulating technique, but labor intensive, and not that attractive. Yes if done correctly it should pass codes in areas not prone to earthquakes.

Burlap bags were traditionally used, and they work fine until they eventually rot. Newer polypropylene bags have superior strength and durability, as long as they are kept away from too much sunlight. For permanent housing the bags should be covered with some kind of plaster for protection.
