Neptune DOES have any rings. They appear to be in a twisted fashion around the planet. They look twisted because at first the material was clumped.

...it also has a moon.

Neptune, like all of the gas giants, has rings. Neptune's rings are very thin and faint. They are not easily seen with an amateur telescope.

yes. All The gas giants in our solar system have ring systems. Even uranus. neptune's is very faint and hard to see.
