Is it possible for a body to receive a larger impulse from a small force than larger force?

impulse = force*(time of application of force)
so it seems if you play with amount of time, it is possible.

I am not sure but it seems possible in my mind. such as the impact of a bullet which is a small mass but moving fast compared to a brick moving much slower, The energy released as a result an impact by the bullet can be greater than the slower moving brick because of the difference in speed.
