If your blocking sites from computer illiterate people or on a locked/secure computer, one of the easiest and cheapest ways is to edit the hosts file on your computer. its found in
c:\windows\system32\drivers\etc for xp and
c:\winnt\system32\drivers\etc for 2000 and
c:\windows for 98/me

The host file is laid out like this
IPADDRESS SITENAME

To block a site you would aim a site name to the loopback address like so..
127.0.0.1 fark.com

Putting that line in the host file would route fark.com to the loopback address, essentially blocking the site. To be completely sure, block all variations of the site such as www.fark.com, forums.fark.com, etc...

You can also block ad sites with this trick. A good site to check out for that is http://everythingisnt.com/hosts.html
