Yes. In fact I saw one on Amazon.com. It's a bit pricey at $35.99 so you might want to shop around eBay. Apparently the release of this DVD was limited enough to make it rare.

Yes there is a DVD edition of G.I. Joe the Movie it was put out by Rihno in the 1990's. They also put out both mini-series, the first season and the first half of the second season before loosing the rights to G.I. Joe. I own all of these
