I thought that it was the Irish who had a reputation of beating their wives and always being drunk. I don't think the English men have that reputation, apart from football huigans.
You said does it have to be that way, no it dosn't. The question should be, why do some football supporters have to behave like that, then I might agree with your comment.

Iit is culturally acceptable, even regarded as cool, to be drunk in the UK, in contrast to, say, Italy.
This is the case in North Europe in general.
Until social attitudes to drunkeness change the problem will remain.
