Male cats will be able to sire kittens when they are about 5 months of age. They should not be used for breeding, however, until they are 18 months of age. Female cats generally are sexually mature when they reach at least 80% of their adult weight. The timing of heat in a female cat is also dependent on the amount of daylight. Thus a female cat may have her first estrus anytime between 5 and 12 months of age. Feral (free-roaming) cats may reach sexual maturity earlier than indoor cats. Although a female cat is sexually mature when she is less than one year of age, she should not be bred until she is 18-24 months of age.

well....it shouldn't be hard. Just pay attention to the way he carries on a conversation and what topics does he bring up. Or when you tell him a joke and he explodes with laughter non-stop, or if he might control himself and just put out a normal laughter...Usually bringing up the topic of sex gets him sweating. So if he's taking it pretty kool and calm then I'll say he's mature.

If you are talking mentally/emotionally...
He will admit that the difference between men and boys is thier choice in toys.
Guys like to play with stuff.
When they are kids they take play seriously.
When they are mature adults they realize that playing is just plain fun.

I expect you've left yourself wide open with this one!!!!!! Some cracking answers coming up?!
If you mean mentally - well - when they are prepared to take responsibility for their own lives/money/hygene. When they have learned to balance mommy's needs against girlfriend/wife. When they realise gadgets and toys come second to bills and essentials.
If you mean in body there are many stages........ Voice broken, body hair, muscle development, etc etc......
