If she didn't mention it to you it's probably because she didn't think it was important. Take the letter off the internet and speak to your wife about it. personal letters are just that, personal and i'm sure i can imagine your wife's reaction to you posting it on the internet for scrutiny. If you really did discover it by accident then you have nothing to worry about when you ask your wife about it. Just talk to her.

I think she is definitely cheating on you, woman only make contact again if something is missing in the relationship, I know, b/c I did the same thing with my husband
