Public finance is needed to defray the expenses of the government. It is provided in the Constitution that the government can collect taxes in order to spend it for public services. It is a valid exercise of police power in order that the state will exist.

The Supreme Court has ruled that putting certain limits on public financing is actually unconstitutional based on violations of freedom of speech.
