well it depend whats the definition for sexy is for you.
sexy is someone which pleases your eyes.
for me maria sharapova is sexy.
well they wear short dresses first of all because there is a dress code.you cant wear jeans,suits etc.so you have to wear skirts and all
next they wear short skirts because its comfortable for them specially in moving around the court
above all wearing those dresses make them look better and hot and good which helps them getting more attention from media and general public.and then they can easily encash that by getting other projects like advertisement or brand ambassdor

it depends on what u find sexy??? little clothing? confidence? hair colour etc they wear the clothes for many reasons...they are paid to by sponsor, attract fans and media, attention, clothing regulations eg at wimbledon they must wear white dresses other tournaments are more relaxed they can wear shorts even!! it also comes down to age and personal style look at players like maria sharapova she is wearing no less on court than the majority of girls her age wear on the street

TO attract the audience and to feel free during play time. yeah you can relate it to the symbol of sex when mostly the nip slips you watch, when their shirts wet due to their sweat. in my point of view every tennis player want to attract more and more audience in this game. it my be of game or of body(in case of females). it depends on you which one do you like most...!!!
