Western Union is very reliable and trackable but it is expensive.

Depending on how well you trust the person you can send them a bank card. I opened a separate bank account from my main one and sent my daughter in another state the bank card and the PIN number and when she needs money she can just go to an ATM machine and debit it. There is no charge except sometimes a small 1 or 2 dollar charge from the ATM company. And she can not get more money than is in the account. I usually keep only 100 dollars in it and then I can deposit more if she needs it. It is a really good system, but only with someone you trust.

If you use the same bank, you can transfer funds into their account for free. Otherwise, Western Union or Paypal are the easiest, safest, and cheapest.
