A pinafore is a sleeveless dress like what you see in school uniforms, like dungarees only with a skirt instead of a trousers at the bottom and much thicker shoulder straps that can't be opened, worn over a blouse.

A pinafore is a full apron with two holes for the arms that is tied or buttoned in the back, usually below the neck. Pinafores have complete front shaped over shoulder while aprons usually have no or smaller bibs. A child's garment to wear at school or for play would be a pinafore

Not only is a pinafore dress a dress a child would wear it can be a very nice dress for women as well. They aren't always dorky looking and child like... Example in the source below. Which is probably what you are looking for.
You can wear some sort of jacket on top of it. Some sort of tweed military style jacket or a wide sleeved snap jacket goes well with a dress like the one shown. You can get one at paper-doll.com. You can also find them at forever 21. They usually have a lot of them.

Good Luck!
