Not in any area that I know of. A restaurant that I used to work for played live radio because the place was too quiet. The local police got coffee there every morning, and it never bothered them. In my state, there is absolutely NO law governing music in private owned businesses, as long as it doesn't violate the excessive noise laws. I can almost guarantee that it is the same where you live.

You probably will do if it can be heard in the customer area. Otherwise you can be accused of stealing music from the artists
