New Mexico is full of contrasts, and in areas such as Santa Fe, the people are quite liberal and progressive.
Wide range of altitudes in NM, so you might want to live in a lower altitude to avoid snow in winter, but close enough to mountains so that you can reach places like Taos.
Because the relative humidity is lower there, even when it is wet and cold it doesn't compare to how miserable it can be in the Pacific Northwest.
I have lived in Tacoma, WA, Corvalis, OR and Crescent City, CA. I avoid going back to visit during the rainy season (so, I don't go back at all!)
One thing you may or may not love about NM are the heat lightning storms in the summer. Unless you live in the mountains, these are wonders to behold from afar.
A very rich and diverse Native American heritage makes this a state where you can always learn something new about something ancient.
Also, the Santa Fe Opera is now considered near-world class, and many other western cultural bennies live well side by side in a state where viewing desert wildflowers in the spring is a must do.
Major Interstates and US Highways run through the state, so you shouldn't feel isolated, unless you want to.
I was very impressed with a little town called Las Vegas, NM. It has a Hispanic (not Mexican) background, but it was clear as I was passing through that many "outsiders" have discovered it and are putting down roots.
Also consider how close you will be to Colorado.
The southern Rocky Mountains pass through NM, but it isn't much of a drive up to Colorado and the land of 13,000 ft peaks, lots of fun to hike in the warmth of the summer.

If half the family approves of the move, and it is cheaper for a more improved room, I would say, go for it. Getting more for his money would be an improvement to his life. Now how about the meals? Are they full meals or snacks. Do they get fruit every day. And what about pill dispension. Is someone in charge of that, to eliminate mistakes. Some places have the overseeing of an RN. But also many places can't afford the services. And does the dispenser of the pills, wear rubber gloves for sanitary reasons? There's much to consider before you displace him. Make sure he can handle the transition, so he doesn't get afraid after moving. I have a friend, who died two days after her move. She was treated badly by staff in that wing, and she went into a catatonic state of mind. And didn't recognize her daughter. And then she died the next day. So weigh things carefully.

Austin Texas.
Yes, I know, Texas is this terrible right wing homeland filled with goose stepping religous maniacs and the land of George W.
But, in fact, Austin is one of the most liberal cities in the United States. Indeed, according to many people it is second only to San Francisco.
It has more music venues than almost anyplace else. Its located in the middle of the Texas Hill country which is simply gorgeous. Its certainly very hot in the summer but it has very mild winters to make up for that.
Best of all housing is cheap compared to almost anyplace on the East or West coast, the job market is excellant (Texas is second only to California for high tech jobs) , unemployment is very low, and there are NO state income taxes.

If you're okay with moving out of the states, I would say Victoria in BC, Canada. It's pretty hot, its nice and it's close to Oregon...
