My textbook says to use the place value of the digit that's farthest to the right of the decimal point for the denominator.

98/1000?

0.098 = 98/1000
0.98 = 98/100
0.8 = 8/10

Do you see a pattern? How ever many decimal places to the left is how many 0s go underneath.

You can reduce 90/100

Since 0.098 has three decimal places your fraction's denominator will also have three zeroes so we get 98/1000 which equals 49/500 as a simplified fraction

1,90 in fractions is written as 190/100 which equals 1 and 9/10

98/1000 is right, but don't forget to reduce it. Same comment on your other question - 1 90/100 reduces quite easily.
