why isn't it snowing more in so cal mountains?

i thought it was supposed to be el nino. and why does dc get so much snow- it's a waste, they don't even have mountains. i don't think.

La Nina brings cold snaps , el nino is the unusally warm years,
(this is an old cover to divert you from warming of oceans), note no el nino in the 1940's.
