I wouldn't use the "dirt" to blackmail them. It just leaves you open for hurt or worse. It's the tit for tat game that could cost you your life or send you to a bared cell! I would give that information to authorities if what I had on them was unlawful. Otherwise having "personal dirt doesn't do much but make you look bad. If it was my boss, I would just make the smart decision and find another job. Blackmail isn't worth it for any amount!

I'd say there's a 50-50 chance that I would. After all, it would be dependent on whether I like the person or not.

No. People who have money get even. If you black mail them they'll get you back. Plus its wrong to do considering you're not doing it to help the one who's getting hurt only for you yourself to get some dirty money out of it.
