Yes they are but keep in mind there are different forms of democracies and they are still developing their system.
The uneducated will argue they are communist and not a democracy. These ppl don't know what they are talking about in that communism is an economic structure. Democracy is a combination of both politics and rights within the economic structure.
A pure communist state is actually the only pure form of democracy. Regardless, Russia is developing the exact same system we have in the USA. They have a republic with a capiitalist market.
Btw, Freedom House was not being technical. They were more referring to Putin's recent changes to the government giving the Executive Branch authority over other branches.

Russia has elections and the elections are not fraudulent in a sence that ballots are not being forged or misplaced. At the same time, the elections are heavily influenced by media, particularly Television, which is where most Russians get information from. Media is 80-90% government controlled and has major (if not determining) influence on elections. There are parlamentary elections, but two of the three main parties are pro-presidential. The third major party (Communist) does not have much of a voice. Other parties are minor and their influence is insignificant. Overall, Russia is a democracy without democratic government. This state of affairs is referred to as "Russian paradox"

Russia is not a democracy but a communist country because there is no free enterprise and all income of the people goes to the government. They can vote for their President but the candidate is always a member of the Communist Party with no other choices.

Russia is a Federation, compared to the USA which is a Constitution-based Federal Republic. Both are types of Federations, with central government control.
The USA limits the powers of our government with our constituation, and Russia allows their president to appoint the governors to each region (prior to 2004 and after glastnost/perestroika in 1991, they were elected by popular vote).
They have not been communist/socialistic for 15 years.
