Pokemon FireRed and LeafGreen?

is there a way to get to naval island or birth island or any of those islands that have those rare pokemon like lugia WITHOUT going to a nintendo event?

The only other way you can go to birth island and naval island would be if you used a gameshark code to get to them.

There is no way. Unless you use some kind of cheat.
