Hi , how can Arcgis can comunicate dinamically with an Access database and its costless?

It doesn't cost anything for ArcGIS to communicate dynamically with an Access database because you don't have to seperately license Microsoft Access in order to use the Access database format. It is only if you want to use Microsoft Access to open the database file that you would incure an additional licensing fee.
