They are working on another Star Trek movie there are no current plans for a new Star Trek series.
They've had alien captains before. In TOS, there was a ship make up entirely of Vulcans. They also showed a Vulcan captain in DS9.

The show could not have an alien as captain because all the shows are based on the earth flag ship.Deep space nine was the only time the story line was not based on an earth flagship.As told in enterprise earth is not as advanced as other planets The idea would work for a earth starship to be led by a earth captain,even if Vulcan and our allies feel we will get in trouble.Also the starship would have one alien who is smarter and more experience in interstellar travel.Examples Data and Spock.I know that all the shows are based on a few rules.In the past when a rule has been broken the show did poorly.

If I were to create a new star trek series would have the folloing races or characters as for each position
CO/Cpt. - Some andorian dude they're better than vulcans unfortunateley never appeared too much, The andorian, Shran, was the only good characer from Enterprise
XO/Cmdr. - Efrosian Female?
Cheif Engineer - Lt. Cmdr. Nog?
CMO - Betazoid Male? Like Suder less Psycotic
Pilot - Lt. Tom Paris?
Tacical - Human Female?

I think Star Trek on TV has passed its sell-by date. There's a new Star Trek movie supposed to be coming out next year, written by Joss (Buffy) Whedon.
I would have had Uhura as captain.

Any new Star Trek series has pretty much been shelved, since the creator Gene Roddenberry passed away. But who knows?

i really don't know but check startrek.com they will have any information on if theres any new startrek comming soon but i do hope so though. don't really know though
