I feel exactly what you are feeling. In a high school/young adult musical theatre setting, there is always the problem of not having enough boys. This has happened tons of times with my high school/community theatre but we manage to work hard in pulling it off.
1. Stay away from musicals with vocally-challenging male roles, like Les Miz, West Side Story, Into The Woods, etc.
2. You might want to do a low-budget show.
3. Pick a show that will have a central lead actress, like Once On This Island, Annie, or Peter Pan.
Speaking of Peter Pan, this is a great idea since there is only 2 male supporting roles (Hook, and Mr. Darling) and most of the ensemble can be pulled off with just females. Also, it is a show everyone knows, so more ticket sales! And if you have the money to use the "flying machines," it will make for a spectacular show!
So hey, good luck with your school! I'm sure if your director chooses the right one and makes smart casting decisions, you will be great!

I have a few obscure musicals for you that are good or unique for a school and will give you the ability to tell a good story as well as have fun.
A show called City of Angels, It's an old film 30's/1940's private eye type musical. Or a musical called Lucky Stiff a musical about murder, men, women, dogs and Monte Carlo (it's pretty fun!!!) by Ahrens and Flaherty, also by the same authors a Musical about the South called Parade...(in Parade there are several male roles but some of them could be done off stage or with several quick changes...It could be fun).
Also check out Musicals.net it lists a large variety of obscure and well known musicals as well a synopsis and song listings for the musicals listed.

Little Shop of Horrors is an excellent musical for High School. Small Cast, 4 main male parts, and four female parts. Lots of fun

Carnival has 3 male leads i believe. We did it on a teeny tiny cast and just had people do costume changes often to maintain the distance between characters. Fun to do as well.

Go way off the wall and do a toned down veersion of "The L Word" from showtime. It shouldn't require a lot of male parts..er roles...whatever.
It would generate a lot of buzz too. Maybe get some more guys into drama class.

Seven Brides for...three brothers? Hmm. Maybe Beauty and the Beast. You just need a Beast and a Prince, all of the other things (teacup, mirror, feather duster) could be girls.
