No, you can't write a personal check from your US account outside the USA. You must have an account attached to a local bank within the the country you're in, in order to write a personal check there.

E.g if you are in the UK and have an account at one of their local banks e.g Barclays or HSBC, you can write a personal check from one of those banks. You wouldn't be able to write a personal check from say, your Bank of America account in the UK.

They wouldn't cash foreign, personal checks. However, they would accept foreign bankers checks or foreign cashiers checks that are in major world countries. Bankers/Cashiers checks are non-negotiable items and cannot be cashed, however, they can be deposited into your account.

I doubt it. It will have to be out through for collection which might take 10 days or more depending on where the check was drawn. Open an account and if you can't deposit it 3rd party but make sure the 3rd party's bank will allow that. If the foreign bank has a branch in your country you could try having them "naturalize" the funds by mailing your item to them and them sending you back a draft in your currency. Either way you do it there will be a fee.
