Kant believed in the constitutional republic, and he was rather opposed to mob rule (i.e. the majority imposing its will on the minority).

Is there any need for government? No, but I'm an anarchist. I have no problem with people opting into governments and supporting them of their own free will, but I have serious problems with being forced to live under a government at gunpoint. Sadly, at this point in history, government-by-force is all we've ever known, for violence and coercion are the essence of all governments.
