I heard that on average blacks IQ is about 15 lower then whites why is that?

I do not know that is exactly true.
I do remember reading somewhere that the IQ tests are geared more toward white people.
There are a lot of highly intelligent black people as well as white people.
There are intelligent and not so smart people in all races.

What u heard is wrong and I am pretty sure of that. Well, it has never been scientifically proved that one race has IQ generally higher than another race.
Secondly, and more IMPORTANTLY, the people who said that those IQ tests are geared more toward white people are RIGHT. The answer lies in lingustic and sociolinguistic issues. In other words, it has been proved over and over again over da years that a Black child's linguistic competence is different than a white childs for a simple reason...-a Black child's competence is to a higher or lower degree influenced by his/her African heritage...believe it or not, but lingustics show how African American English (or Ebonics, or Black English) has origin in West African languages, then in Creole languages. It's such a long story people!!! Cant cut it short. But i know for a fact that eg. at school a Black child needs a bit more time to translate in their head concepts that a white teacher talks about in mainstream english which..it could be concepts (of a mainstream white culture) or the language itself..a child whose parents are, say, Jamaican, has a linguistic competence influenced by creole languages, which means a child can be bilingual or even multilingual if one parent speaks a different creole from the other parent. PLus the syllabuses at schools usually do not portray the positive image of Black ppl, so a child from his young years is being drained from motivation, not mentionin what i said before, that the childs linguistic competence is different than the white child's. Just like syllabuses are targeted to white ppl mostly (mainstream culture ppl) the IQ tests are targeted to whites too. I know ive written it al in a quite chaotic way but i honestly know what im talkin about.

simply by fact maximum of those "information" won't be in a position to be taken at face fee. there's a bias that motives them to exist. That information is accumulated via researchers to understand why those disparities exist. besides the undeniable fact that, racist dimwits who're incapable of inductive reasoning use those information to attempt and coach their already latest prejudices. THATS WHATS RACIST. you're no longer posting that information to concentration on that actuality that crime is extra linked with poverty than the rest. And that many Blacks in this u . s . are damaging simply by a historic previous of institutionalized racism. you're no longer posting that information to concentration on the inherent cultural bias in IQ tests that has been shown time and time back. Or to advise for extra desirable training for toddlers in deplorable inner city faculties. you're posting it considering which you're racist and you're an fool.
