There is no quantitative way to decide who the smartest person ever is. It also depends on how you define being smart. Is it containing the most knowledge or having the best problem-solving skills. Strictly speaking in terms of I.Q., my best guess would be Leonardo Da Vinci. He tampered in practically every field known to man, designed and created countless inventions, and there is no telling what someone with his mind could do with today's technology. Others to consider would include Sir Isaac Newton (invented Calculus and discovered gravity), Socrates (considered to be the greatest philosophical thinker), and Marilyn Vos Savant (listed in the Guinness Book of Records for the highest recorded IQ).

it is a very subjective question, the guy who won a long time on jeapardy knew a lot but wasn't necessarily smart.
Einstein, and Hawkins were very smart in a very narrow field
So what makes the smartest ever, I don't think there is a way of quantifying these things
Lots of people are expert at their speciality and not smart about other things
other people are smart generally but haven't gone gung ho in a specific direction.
others are talented in other ways like music, or art, or designing buildings or conceptualizing solutions to urbanization.
We are all necessary in life
No one is entirely useless, they can always serve as a bad example.

Nikola Tesla, most modern inventions can be linked to this poor, practically self educated man from Russia. Some of Edison's ideas were his, Marconi used several of his patents to invent radio communication, the electric motor, and not to mention may have been responsible for the explosion in Siberia by experimenting with electricity in the American South West.
