For the same reason do girls do keep calling on them. They want to annoy the living crud out of the opposite sex. :-P
Seriously, you are doing some stereotyping here. How would you like it if I made a bunch of assumptions about your behavior just because you're a girl? I know lots of guys who DO answer their cell phones. I know a lot of girls who do NOT. There is no gender-specific reason. Ask the boy you specifically wonder about directly and find out. That is the one way you'll ever find out for sure.

We don't answer beacause 9 times out of 10 we probably are going to wind up arguing at some point during that conversation so if we delay it we cool or we may not answer because we may be doing something at that present moment.

Cause we hate being called every 5 minutes by women who have nothing to say except what they always say everytime they call, and relay no viable information each of the 500 times they call a day.

guys dont really like talking on the phone. i find it a lot easier than talking to them in person (instant messaging more)..but i guess thats not how it works with them.
