Nobody. It was already here before we were brought here. A better question is who gave it the name "moon" and why is it called the moon and not something else?

A guy named Adam
he lived in this place a long long long time ago
that had things he needed so well placed and at hand---he had all kinds of free time on his hands----So, he set out giving funny sounding oral sounds to the various objects he found around him--- kinda like an early video game without the video game thing--- and one evening (after a long day of finding new sounds to describe the things in his world) he looked up and saw this bright ball of light in the sky --- it struck him quite hard with a sense of beauty and he just automatically said mOOOOOnnn (you see he had been working with the M's all day and the OOOOOO thing just got prefixed with the mmmmmm thing out of THAT days habit ----- so the MOOOONNN was discovered officially and its been that way ever since !!! That's the truth and I'm sticking with it !!!

Well, you see, when people use their eyes and turn their heads a specific way so that they are focusing on the sky, and it happens to be night, they miraculously realize that there is a glowing object in the sky. Amazing? Yes. Complicated? Very.
