The expression certainly does date from pre-electricity times, when candles were an important consumable commodity in every household. And it often is applied to someone who works--or plays--from early in the morning long into the night. But the image refers to the candle itself, consumed too quickly because both ends are lit and burning. The implication is that this is something no prudent person would do; as E. Cobham Brewer pointed out in the 1898 edition of his Dictionary of Phrase and Fable, "Of course, no candle could burn at both ends, unless held horizontally."
