Some people are naturals but to become better at it you need to practice. Talk on the phone and do something that involves little thinking or barbecue and listen to a conversation then join into the conversation. Practice until you feel confident that you can do too different tasks that both involve a high level of attention. Observing friends or even random people that are very good at multitasking wouldn't hurt either.

It's very simple: the more automated you are at a task, the easier it is to perform. One theory is that our perceptual resources are limited. However, if the tasks that we are performing are automated, we can easily direct consciousness to where needed. Practice makes perfect.

it's best not to learn it.

you have to be good at doing stuff without using your brain, so you can do things automaticly, if you can do that, you can spare the brain power to keep up a conversation.
