You are failing in that part of your job which involves sucking-up to the Boss. He/she will have some reason (no matter how stupid) that has led to the current situation.

Unless you can correct this in some way (complaining to HR etc. is not a good way to get the Boss to like you), eventually you can be sure that, even if you can prove you are not a fault, it's the Boss that stays and you that goes.

Face it now = look for another job and start to prepare your case for victimisation / discrimination / constructive dismissal. Don't leave without seeing an Employment Solicitor.

You may need to

1.) look for a new job like I did in case your HR plays the hard ball on you.

or

2.) document evidences to prove that such behavior violates business ethnics and report this to your Human Resources Dept.
If they decide to cover your boss, evaluate the financial impact of leaving the job, such as, mortgage payments etc. If such impact is manageable, work on 1.) and leave this place asap, otherwise, consult with a competent attorney to sue you boss for misconduct. Please note this is not a good choice as employers are very sensible to this issue. This may create problems in your future employment

or

3.) Start your own business and do something you like the most.

If you believe your boss hates you, then the chances of promotion are slim.
Speak to your HR dept or look for another job.
