i agree in a way. it so "fine" that it bcame a very safe city n a nice place to live in for the rich..lol...no matter wat flashy cars they drive or how big their hse r ..they will not b so prone to robbers unlike other countries... for the poor...it wil b tough life

It's fine in the sense of the fines that you get for: littering, chewing gum(nicotine gum is now allowed, I think), smoking in a no-smoking zone... Just some of the few.
