I am trying to make this hat, but I don't know much about knitting patterns and how to read them. So far I have learned how to do the correct type of stitching and can understand how many to cast on to start, so I have the first part of the hat (the length) and I am stuck at the 'bangs' part of it... can anyone help translate this pattern for me?

I explained the stitches and added links to videos since I don't know how knowledgable you are of the different stitches. No offense if you know how to do them!

OK, so you're going to cast on 32 stitches using the Backward Loop Technique (http://www.knittinghelp.com/knitting/basic_techniques/index.php see 2nd technique) with the right side (the side where the edges are knit stitches) facing you.

After you've cast on the stitches, you put all the stitches (including those from the length) on double pointed needles, or circular needles, whichever you prefer, making sure that you keep the right side facing out.

Purl the first stitch (it will be a stitch from the length) and then do a 2x2 rib (knit 2, purl 2) keeping with the rib from the length (except you will purl the first and last stitch of the length so that it's 2x2 all the way around instead of keeping the 3 knit stitches.

Do the rib for 10 rows (or if you need the bangs longer, do a few more).

Starting the decrease:
Rearrange your stitches on your needles as explained in the diagram B, using 2 different color stitch markers.

Work the 2x2 rib until you reach the marker color 1. move the marker to the next needle. Knit 1 stitch. then ssk -- slip 2 stitches knit wise, and knit them together (http://www.knittinghelp.com/knitting/basic_techniques/decrease.php see 1st or 2nd video on right side). Now continue in the rib until you are 3 stitches before the marker of the 2nd color. Knit 2 stitches together, knit the next stitch, and then slip the marker to the next needle.

Repeat the above seciton until there are only 6 stitches between each of the markers. Then work in the rib to the first marker of color 1 (the right edge of the bangs).

Then slip the marker to the next needle. Knit 1. SSK (see above section for video). knit 2 stitches together. knit 1 and slip the marker. [purl 2 together (same concept as knitting 2 together except purling). Knit 2.] Purl 2 together.

Repeat the above once excluding the portion in [ ].

Remove the marker. Knit one, slip one (purl-wise, but without making a new stitch).

Put half of the work (center of front to center of back) on one double point needle or one circular needle, and the other half on another. Cut the yarn leaving a 2 foot tail.

Flip the work inside out so the wrong side is showing.

Do a 3-needle bind off (http://www.knittinghelp.com/knitting/basic_techniques/bind-off.php see bottom of page) very tightly.

Weave in the ends and you're done!
