My 98 Lumina did that. I went to the jumper terminal which is on the drivers side behind the battery. While I was touching that the car was able to start. I talked to a few people and they said it could be the battery connection at the jump location. Remove the wires and clean them or just learn to wiggle that terminal when the problem occurs. It is a good enough connection to supply juice for the car but not enough for the starter. You might just also clean all battery connections. Could be some 19 year old crud.

I'm not sure................with so little information I can only guess................sound,s like fan,s..... or something.?.........sound,s like your ignition turn,s on but your starter fail,s to engage.....at least on the first attempt.............check your electrical connections.....from the battery to the solenoid switch.....if they are good......check for proper engine ground strap, check ....solenoid switch & ignition switch..........without further description......diagnosis is chancy at best!
