Nicotines a bad one, but first wash the walls with clean hot soapy water. Once dry, use a Kilz primer or Kilz also makes a good one coat paint. Depends really on how bad the stains are. The blinds I'd probably toss, it would be easier to just get new ones and at Wal-Mart, they're not real expensive.

i get these problems on my jobs quite often,
i use 409. it is great on nicotine stained walls.
as for your blinds, set them in your tub with some ammonia and hot water.
let sit for about 15 minutes. then rinse off and dry with a soft cloth.

Go to a hardware store. They make a special paint used to block nicotine stains. Most other paints will bleed through no matter what you do.

On blinds try soaking them in lemon juice. For walls you will have to use a good primer first, then paint. Might try Murphy,s soap on walls?

Go to a dollar tree, or family dollar store... the name of it is Awesome.... it only costs a dollar.... and it's every bit of what it's name says!!!!! It even tells how to mix with water for whatever you need to clean... (or use full strength). It works on absolutely everything!!!! Be very careful not to get it on windows/glass... it will "etch" the glass unless it's severly diluted.

I would remove the blinds and soak them in a solution of water and a small amount of trisodium phosphate TSP. This should do the trick!
