Never.
Growing up we were never allowed to use the word lying.
So to this day I don't use it. I might say you're telling
a story.
The difference in Child Rearing. My Sister told me her
little three year old Grandson ate alot of cookies the
day before. So today he asked for more cookies.
She told him there weren't any. He said,
" I think you're lying ". :-O
We couldn't believe at three he used the word lying,
and knew what it meant.
We didn't let him see us, but we had to laugh. :-D

erm in a teasing way. Like if my BF says he loves me I say "you're lying! You do not!" But not seriously....for all I know they could really be lying and freak out on me thinking I caught them.

What, like just in general conversation jokingly say "don't lie". But be joking. And they know you're joking? Yes.
But actually meaning it? Like being angry when you say "you're a liar!" No. Never. That's just rude.
