I have a very detailed answer on this, but I'll keep it simple here.
The main reason is because society thinks nudity and sex are the same thing and that it's impossible to be naked without doing something sexual. A major part of it is that the media controls people's lives a lot and the media tends to only show nudity in that light. People have to be taught that nudity is wrong, because think about it, how could someone be born ashamed of their own body, but no other animals could? The media usually shows women as sex objects and people wonder why men treat them as such.

Well in other countries, it's perfectly okay, especially if there's a hot climate. But in the 1600's and 1700's, and in the first half of the 1800's, men wore waistcoats or jackets with one or more layers underneath while women wore heavy dresses. Generally these were not revealing. Over time clothes became simpler and lighter, and that whole thing about revealing clothes and nudity carried over to our generation and our times, I guess.

I don't really know...I think that they are conditioned from birth to be ashamed of their bodies....It is legal at at least one beach in Vancouver, Canada...I'm sure there are areas everywhere where it is.

cause it's just highly disturbing especially when you can't help seeing their "you-know-whats" and you really didn't wanna see it
