RC is right about the Roman Empire, but the Roman Republic was started differently.

You effectively had three important positions:
a) Consuls
b) Censors
c) Tribunes

Consuls were basically the ultimate heads of state and there were usually 2 or 3 of them in power during the beginning and middle stages of the Republic to insure that no individual would take over. Censors were charged with organizing and managing people and information sort of like being both a librarian and a police chief at the same time. Tribunes had to protect the plebians (lower middle class) and if the tribunes themselves were harmed or corrupted, the afflictors could be killed due to the oath sworn by all plebians unto the Tribunes.

Additionally, there was a senate that represented the individual provinces' interests, but that became more developed later on.
