First of all, DOS is NOT the "basic language for all computers". DOS isn't even a language. It is an operating environment. Macintosh computers don't run DOS,

With Windows 3.1 and earlier, you can simply exit Windows to DOS.

All 32 bit or better versions of Windows (95 and newer) have a command prompt which runs a DOS command interpreter. You can go to the Start menu, go to Run, then type CMD and hit Enter. You'll be presented with a command prompt. Not all features of DOS are present in this command interpreter - if you want an actual copy of DOS, you should be able to find it on eBay.

If you have any version of Windows, it's there in some form or another. Look in Start -> Programs -> Accessories for Command Prompt (or something similar).
