With no offense I have to wonder why artificial?, although certainly in any size/volume Rocks are rarely FREE where I happen to live. It seems if there is a market, our species will pay money for anything. If the issue for you is either availability or cost, perhaps it may also extend to weight and transport of said rocks?
I've been in the trades for many years, and in that context have also been involved in theater as long. I've done set construction and included, I've had to craft ROCKS among other things.
Certainly for an indoor situation, one answer states foam, etc. FOR outdoors, you might try this. Get a plastic milk crate, so common, seen at any store that sells milk, or a cardboard box. The cardboard box, because they come in various heights, widths, lengths, may actually be the better choice.
Then you can purchase, likely at a shop that sells auto related items, fiberglass mesh, and resin. With perhaps a chicken wire base, molded to suit you, over the box, prepare the resin mix and mesh draped over the wire, read instructions as to HOW TO, and let cure. This will be similar to patching holes or dents in a car, or boat.
If you're artistically inclined, after the process has had cure time, Paint to suit you with an epoxy based paint. Certainly a Real Rock can be your model, but need not be the MOLD.
I happen to know however that ROCKS are already available in a fiberglass form, and/or resin form. I can't assume any or your reasons, or budget, but if you're inclined to "create" your own, I suggest....as I did above.

Well, down here where I live there is such a beach that not only has artificial stones, rocks but the beach is artificial as well..
along with some of the politicians that we voted into office..
So you see, If I only knew where you lived I could send you some of our artificial rocks..

You can buy frames at Lowe's for them, and tint the concrete any color you like. Don't try going out somewhere and picking them up off the ground, unless you get permission from the land owner!!! It can cause erosion. You might try getting some of them from a dump? Or if there is a place along the road where they have cut through a hill, you might be able to get some there, but ask the state police first or road workers.

I wonder why you need artificial ones when real ones can be had for free. to get a realistic look, you need some real ones to make molds of anyway. then you have to get the colors right, I figure you will use plaster. Foam can also be used, like they do for the movies. then you have to airbrush them to get a realistic look.
