Web standards currently in use, including CSS 2.1, XHTML 1.1, HTML 4.01, WML 2.0, ECMAScript, DOM 2 and SVG 1.1 basic.
how does the internet browser reads those standards?!

When browsers are developed, the programmers involved examine each item of each standard and decide whether or not to program the browser to interpret the code as the standard specifies.

The browser is as good as it adheres to these standards.

When different browsers display a page differently, it is because one or more of the browsers do not adhere to web standards.

IE for example has a notorious reputation of not adhering to these standards. (Microsoft can afford to do whatever they feel like doing)
