.The length/weight measurements can be converted just as time can EX: 1100 hours is the same as 11:00 AM [so time isn't always read the same after all!]

Because a country can't decide to measure time a certain way. No matter where you go a minute is 60 seconds etc. This is a good question to ponder.

In modern times time has been standardized for convenience...just like any other physical quantities.
