nothing really hight tech, just something where i can play good RTS games on and wont lag, and wont be outdated on 2 years. thanks

Well, I can't give you a suggestion for a card that will not be obsolete in 2 years because every one that is out there right now will be outdated by that time.
But I can tell you what cards are best for your money.
The Geforce 7900gs can be bought for around $170 and is a good performer. The ATI X1950 pro is not a bad buy either for around the same price.
If you wanted to go cheaper, you could get the 7600gt for around $120.
Yes there is more to lagging than just the video card, but often times on pre-built systems (I.E. HP, Gateway) the video card is the bottleneck in the system unless you keep on top of it.
To get a better idea of what you are going to need to play the games you want, you should do a search for that games system requirements and shoot for something better than their minimum reccommendations.

it is called a graphic card for high resolution games it costs around 3000 rupees in india say about 60 us dollors for this you need a motherboard which has a slot for this .in latest ibm pcs it is in built but with lesser memory
