Believe me, it's not even worth doing. Skinny jeans have a tapered look down the leg and especially at the ankle, so unless you know how to sew and are gonna sit there and cut them down and sew them back together, it's not even worth trying to "convert" or make them. Your best bet is to buy them and be done with it. But you're gonna have a hell of a time changing a bootcut or flare into skinny jeans, so good luck with that.

Assuming you have the ability to machine sew a straight line...
Put the jeans on inside out and on the seam that doesn't have the double thick stitch (usually on the inside seam), carefully pin to follow the line of your leg. Don't get too close in below the calf or you won't get them off. CAREFULLY take them off while pinned and sew at a taper from your starting point. Use a fairly close stitch and a zig zag stitch to prevent internal fraying. Cut off the excess.

I don't think you can. Just buy a pair of skinny jeans. They seem to be in style nowadays.
