I'm wearing a navy blue, plaid dress with red jewelry and red pumps. My skin is very fair so dark eyeshadows, like navy blue, don't look good on me. I wanted to match my eyeshadow with the red, but I don't know what color to wear.

if you are playing up the red in your jewelry, you might want to try a red lip, so you need to play down your eyes. Use a good amount of black mascara (try DiorShow Unlimited in Black) and a champagne color on your eyes, probably as a highlighter near the brow bone. If you prefer a little more, line the inner corners of your eyes with a white shadow or eyelighter (I like the one by Origins)

do not tournament your makeup on your clothing! we are no longer in the 80's and also you're not any further over 40 lol. out of your description i'd say bypass for a impressive diffused smokey eye. you are able to also bypass to a beauty counter and get it done once you purchase some make up through placing an appointment, it is in case you do not kno how or have the makeup to do it reason it is a marvelous thanks to learn.

something to bring out your eyes, that won't compete with the outfit too much. shimmery neutrals, with white in the inner corners

use a shimmery light color such as white or tan. sounds ike a cute outfit. good luck finding the right color.

A nude/taupe. Or a light grey if going for a more smokey look.

use red or pink eye shadows- go for lighter pinks and reds
