It sounds like your dad bought bubble-eye goldfish (they really are supposed to have the big bubbles under their eyes): http://www.k12.hi.us/~kau/fish03/goldfishbubble_eye_001_w240.jpg. These can be punctured easily, so it sounds like the one may have hit something sharp or rough in your tank. Your should find and remove it so the other goldfish doesn't "deflate".

This shouldn't cause any permanent damage, but the cheeks won't inflate and you should watch him for signs of infection (it will probably look like white or gray "fuzz". You can help to prevent this is you add some non-iodized salt to their tank (about 1 Tbsp. for evey 5 gallons). You can use kosher, pickling, canning, or aquarium salt for this. Most table salt has iodine in it.

You should also be careful of your other fish - now that this one doesn't have the bubbles by its eyes, it may be able to see better and could get more food than the one with the bubbles.

Unfortunately, O^^O does not give us enough information to make a diagnosis. Does it have white spots? Does it have white cottony patches on it? Are there white strings in its mouth? Does it have a slimey coating? Is there red patches or streaks? Is it floating/swimming funny? Does it look too bloated even for a fat little goldfish? Is it rubbing on the glass or gravel? We need some more information. Are the "blown-up cheeks" the only concern? Those are normal on some goldfish if this is the problem. Yes, probably one of them had their bubble eyes popped if they both had them but one doesn't anymore. Remove all sharp objects from the tank and watch for any of the above symptoms in case an infection sets in.

They could just be Bubble-eye goldfish... look them up on the internet and see... Other than that, it could bethat they have gill inflammation, in which case you need extremely clean water, and maybe some aquarium salt to prevent further damage... Or anti-biotics or anti-parasitic meds if that's the case.

But there is no clear answer with the amount of information given :)

Your lovely fishie might have an infection...go to a nearby pet shop to check out the possibilities and solutions. As for the other fish, I have no idea, but i hope it's okay(go check out the conditions too). I hope they are both fine! :)

blown up cheeks? like the gills are sticking out? it could be gill parasites but one wouldn't just get better with no treatment. whatever it is if one recovered the other will probably too.
