i have written a childrens book and need to know how to market it and what is the best way to put it out there

Write more than one.

This seems strange, especially if you are really hungry to see it in print. But publishers, especially in the highly competitive market of children's lit, won't waste effort on a one-time writer. They'll want to see a variety of work before they'll even consider publishing.

Get an agent. Unlike other markets, children's lit is entirely non-solicitation. That means they won't even talk to someone who isn't represented. As to getting an agent, it's a lot like other submission processes. They'll expect a query letter with a brief synopsis and will contact you if they are interested.
