The Constitution states that the federal minimal limit is $20 for a legitimate case.

A state can have no less than 3 electoral delegates or 3 total representatives in Congress (1 representative in the house and 2 senators).

weird questions to be together...the first is by state,no two will be the same....the second I dont under stand,,..are you referring to delegates?..thats a party thing....
